GitHub announced general availability for repository plugin defaults and enterprise-managed plugin controls across VS Code, Copilot CLI, and the Copilot app.
Defaults for maintainers, policies for administrators
- A repository can register a plugin marketplace and recommend default plugins for contributors.
- Enterprise administrators can require or block plugins and restrict installations to approved sources.
- Managed settings take precedence over personal or repository defaults; contributors can turn off defaults where policy allows.
This separation is useful: repository configuration can reduce repeated setup, while organization policy controls what is actually permitted. Maintainers should not treat a repository recommendation as an enforcement mechanism.
